Montgomery County Public Schools

District Partner 2018-present

ERS has partnered with Montgomery County Public Schools (MCPS) to ensure every student receives the resources they need to be successful. Specifically, we will analyze resource equity – i.e. looking at how the district and individual schools allocate and use resources (people, time, and money) across and within schools. This analysis will be used to identify how the district can use resources more equitably to ensure that every student can access an excellent education.

MCPS is a district with pockets of both high-needs and low-needs schools. This makes their focus on equity of particular importance as they work to more equitably distribute resources across the district.

Work Focus


  • Strategic Resource Map–Targeted to Equity: Analyze budget, staffing, scheduling, and student performance data through the ERS Strategic Resource Map framework, to understand whether MCPS’ allocates and use resources equitably. 

  • Resource Use Assessment: Create “school-level resource use reports,” which show whether resources are used equitably for different student groups at the school-level.

  • Communication Planning and Stakeholder Engagement: Collaborate with MCPS to create a communication and engagement plan that makes resource allocation decisions transparent, and engages the community in a discussion of what actions will best drive student learning - in preparation for the new ESSA regulations that require districts to report per-pupil spending at the school level.
