ERS is partnering with Shelby County Schools to help roll out a new student-based budgeting (SBB) funding system and to support a cohort of schools in the strategic school design proccess. This work is informed by the results of our strategic resource mapping process in 2016-17.

Work Focus
2018
- Student-Based Budgeting: Provided direct support to the district to develop an SBB formula that defined how funds were allocated to schools based on student needs, we developed SBB tools for district leaders to use during implementation.
- School Design: Continued school design support for the cohort schools to implement their strategic plans for the 2018-19 school year; a new cohort of schools will begin working with ERS in Fall 2018, while ERS also supports the capacity of the central office on strategic school design.
2016-2017:
- Resource Mapping: Analyzed resource use and identified inequities in Shelby County; findings informed conversations about how the district can improve operation and overall support to schools through student-based budgeting (SBB) and other strategies.
- School Design: Provided intensive school design support to a cohort of six schools that are obtaining additional flexibility under SBB.
