Moving from Plan to Action: An Analysis of Districts’ ESSER Plans

November 2021 trends and key considerations for district teams

School districts across the country have been strategically  allocating their ESSER funds to address immediate student need AND invest in long-term sustainability.

Political leaders and others are now wondering how district spending strategies are translating to results, and how they compare from district to district. We have performed a deep-dive analysis of the spending plans from 24 predominantly low-income urban and rural systems across the country. We’ve put together a list of trends we found and identified specific implications and actions for district leadership teams to consider.
