Education Resource Strategies is excited to announce that Katie Roy has been appointed to the role of Partner and General Counsel. 

Katie brings more than 15 years of experience in law, policy, and organizational leadership to ERS, where she continues to offer new ways of supporting state and district leaders, and provides legal advice and counsel to the organization.

“Katie’s intellect and expertise are rivaled by the care she takes in the people she works with,” shares ERS President Jonathan Travers. “Not only is ERS and our partners smarter and more effective with Katie on our team, but we’re also sure to have more fun.”

Katie previously served three years as Senior Advisor, where she led ERS’ Texas portfolio, including the launch of the Texas Strategic Resource Use Network in 2021. 

“During my time here, I’ve experienced first-hand the impact ERS has had on the work school districts and state education agencies are doing to ensure that all students—and particularly those furthest from opportunity—can thrive,” said Roy. “I am excited to expand my role at ERS and contribute to the organization in this new capacity.”

Prior to joining ERS, Katie founded the School + State Finance Project, a nonpartisan policy organization recognized for its independent analysis and creative, thoughtful policy solutions to education funding and state finance challenges. In 2017, the School + State Finance Project played a key role in overhauling Connecticut’s education funding formula, which resulted in the adoption of a transparent, adequate, equitable, and predictable education funding formula for the first time in over a decade.

Additionally, Katie has significant leadership experience in the government and nonprofit sectors, serving in roles including managing attorney at Nonprofits Counsel, interim CFO of Hartford Public Schools and General Counsel at TSNE MissionWorks. Katie began her career as a grassroots advocate for LGBT civil rights and marriage equality. She is an alumna of Vassar College and Connecticut College, holds a J.D. and certificate in tax studies from the University of Connecticut School of Law, and is a member of the bars of the Commonwealth of Massachusetts and the State of Connecticut.
