ERS Team

Catherine Premont
Catherine joined ERS in 2022 and is a leader on ERS’ State Practice Area. In this role, she supports ERS’ work to enable the design, implementation, and continuous improvement of effective and ambitious state-level policies that create critical enabling conditions for school and system leaders to transform how they use resources (people, time and money) to support schools and students.
Catherine has also supported a range of partnerships in her work at ERS, including conducting resource equity diagnostics for school districts across the country and designing trainings to support states in completing ESSA Resource Allocation Reviews (RAR).
Prior to joining ERS, Catherine served as Chief of Staff and Senior Advisor for Strategy and Project Management at the Massachusetts Department of Early Education and Care (EEC), where she led efforts to launch the state’s Commonwealth Cares for Children (C3) program, which has provided over $400 million dollars in annual funding to MA child care programs since July 2021.
Prior to EEC, Catherine was a management consultant supporting state and local governments on COVID-19 financial strategy and grant management. She was also Senior Policy Manager at the Massachusetts Executive Office of Education. She began her career as a second grade teacher in Lawrence Public Schools through Teach for America. Catherine obtained a B.A. in Sociology from Harvard and an Ed.M. in Curriculum & Teaching from the Boston University Wheelock College of Education & Human Development.
Outside of work, Catherine enjoys hiking, traveling, baking, and spending time with her husband and dog.
