Katie Roy
Katie is a Senior Advisor & Of Counsel at ERS. She serves as the executive director of the Strategic Public Education Data (SPEND) Initiative, a fiscally sponsored project of ERS.
Prior to joining ERS, Katie founded the School + State Finance Project, a nonprofit organization focused on education funding policy that played a key role in overhauling Connecticut’s education funding formula, resulting in the state’s adoption of a transparent, adequate, equitable, and predictable education funding formula for the first time in over a decade. Additionally, she has spent many years working in school districts and alongside district leaders, including as the CFO of Hartford Public Schools. Previously, she served as general counsel at TSNE MissionWorks and is the founder and former managing attorney of Nonprofits Counsel.
Katie has served as an advisor to organizations around the country on education finance policy, including the Urban Institute, Center for Learner Equity, and Nellie Mae Education Foundation. A dynamic and sought-after speaker, she has been a keynote speaker and presenter at national conferences, including the Yale School of Management Education Leadership Conference and the Future of Education Finance Summit. She is a member of the bar of the Commonwealth of Massachusetts and the State of Connecticut.
