Associate
As an Associate, Morgan conducts various analyses to support strategic decision-making for ERS partner districts. Morgan has recently worked with Baltimore City Public Schools (BCPSS) as the district devises a plan to allocate new dollars to support students as a result of House Bill 1300—a recently passed bill which legislates significant changes to Maryland’s state aid formula. Morgan’s past projects have also featured long-term financial sustainability work, teacher compensation modeling, course schedule analysis, and more. In his three years at ERS, he has direct experience working with a variety of districts, including Baltimore (MD), Fort Worth (TX), Shelby County (TN), Gwinnett County (GA), and Hartford (CT). Morgan has also partnered with ERS’ Field Building team, playing a key role in the creation of the 7 Principles for Investing ESSER Funds in Recovery & Redesign.
Prior to joining ERS, Morgan graduated from Bates College where he studied Economics (BA) and English (BA), and also played Varsity Soccer. Outside of work, Morgan enjoys playing all types of sports, being outside, and fly fishing.
