Raquel Fernandes
As an Analyst at ERS, Raquel supports education leaders in making evidence-based strategic decisions that promote equity and improve student outcomes. She brings experience in program management, research, and community development, with a strong focus on educational access.
She is currentlyworking alongside the Massachusetts Department of Elementary and Secondary Education to help districts and schools improve resource allocation and redesign high school experiences by integrating SSROI into budget processes, redesigning tiered systems of support, and improving outcomes for multilingual learners.
Before joining ERS, Raquel managed a grant portfolio across 16 grantees at Commonwealth Corporation, where she analyzed program performance data and implemented process improvements to strengthen workforce development initiatives. At the Rennie Center for Education Research and Policy, she conducted policy research, designed accountability measures for alternative education programs, and supported projects focused on early childhood education funding through stakeholder interviews and data analysis.
Raquel holds a B.A. in Psychology and a Master’s in Community Development and Planning with a concentration in Monitoring & Evaluation, both from Clark University.
Outside of ERS, Raquel enjoys practicing new languages, going to the movies, and exploring new places.
