The national focus on creating “standards based” schools and “accountability” is pushing school districts and schools to define their goals and priorities for student learning more clearly. But no matter what school leaders and communities say is important, the way schools and districts use their dollars, organize their people, and structure their time is what dictates the results. This paper highlights ways in which current spending is not aligned with strategy.
