Texas Strategic Resource Use Network
What is the Network?
The network comprises senior leaders from 60 school districts across Texas who are working to develop skills for leading and sustaining system-wide change, and strategically use resources (people, time, and money) to make operational shifts that significantly transform the teacher and student experience.
District leaders are invited to engage with the network in a variety of ways, ranging from light touch (participating in twice annual convenings) to deep support (engaging in transformational 1:1 district projects). The expectation is that districts will increase the depth of their engagement with the network over time.
The Texas Strategic Resource Use Network is facilitated by Education Resource Strategies (ERS) and sponsored by Texas Education Agency (TEA) and the Texas Impact Network (TIN).
Participating in the Network
The network provides leaders with differentiated support and tools to align resources to those strategies and implement them with fidelity. To enact our commitment to providing differentiated and demand-driven support to members, ERS has designed four levels of engagement for districts.

- Experience – attend fall and spring network convenings featuring just-in-time content and professional learning focused on transformational resource strategies.
- Explore – attend fall and spring network convenings and winter webinars focused on gaining a foundational understanding of transformational resource strategies, including System Strategy Return on Investment (SSROI), and developing the enabling conditions for leading system-level change.
- Engage – attend fall and spring network convenings and participate in a year-long virtual cohort-style pathway designed to deepen understanding of transformational resource strategies, including SSROI, and develop an actionable plan for implementation in one of the network’s priority areas*.
- Enact – attend fall and spring network convenings and complete a 1:1 transformational project in one of the network’s priority areas*
* Network 2024-2025 priority areas are strategic staffing and compensation, College, Career, and Military Readiness and high school redesign; System Strategy Return on Investment (SSROI), and campus resource allocation.
